ETHICS OF SCIENTIFIC PUBLICATIONS
The Publishing Center of the Tajik National University (Editorial Office of the "Bulletin of TNU"), admitting the scientific value and practical significance of the authors scientific research, acts as means of scientific communication and is a platform for the development of relevant areas of scientific knowledge.
The editorial policy of scientific journals of the Tajik National University is based on the generally accepted ethical principles of scientific periodicals and is based on the ethical standards of editors and publishers, as set out in the Code of Conduct and Best Practice Guidelines for Journal Editors and the Code of Conduct for Journal Publishers, developed by the Committee on Publication Ethics (COPE). In the course of publishing activities, the Publishing Center of TNU (the editorial board of the journal) is guided by the laws of the Republic of Tajikistan "On the Press and other mass media", "On Copyright and Related Rights", "On Publishing", other normative legal acts of the Republic of Tajikistan in the field of science, the Charter of the Tajik National University.
The editorial board asks the authors to follow the rules listed below.
CRITERIA FOR SUBMITTED ARTICLES
- Submit a previously unpublished article. The article should contain only the original results of the work of the author(s).
- Incorrect borrowing, plagiarism, and excessive self-citation are not allowed.
- Only those researchers who have made a significant intellectual contribution to the results should be listed as authors in the article. It is assumed that at the time of submitting the article, all authors agree with the publication in the journal and do not object to the order of specifying authors in the article.
- The article should contain in the citation list only those sources that were actually used in the course of the research; all sources should be referenced in the text of the article.
- The data on the basis of which the research team conducted the research should be obtained from authoritative official sources, a reference to which is mandatory in the text of the article.
- Provide information about the sources of funding for the research (within the framework of which project the article was prepared, for example, research of the department, a grant from the President of the Republic of Tajikistan, etc.);
- Submit the article in accordance with the requirements of the journal.
REVIEW PRINCIPLES:
- The article is reviewed strictly according to the principle of double-blind review: the authors do not know the names of the reviewers, and the reviewers do not know the names of the authors;
- Each manuscript is treated as a confidential document. Any distribution and publication of the materials received by the reviewer is not allowed, including for the purposes of open review, as well as for personal use.
- The purpose of the review is to express the expert's own opinion on the reliability, novelty and significance of the results obtained.
- The object of the review is the result of the research. The expert opinion should be impartial: the discrepancy between the scientific positions of the author and the reviewer is the basis for scientific discussion, but in itself cannot serve as a sufficient reason for refusing to publish the article.
- The article rejected by the reviewer(s) for the second time is removed from consideration by the editorial board (it is not allowed from the press).
VIOLATIONS AND RESPONSIBILITIES:
- If a violation of the norms of publication ethics by the author is revealed at the stage of reviewing the article, this may serve as a sufficient reason for refusing publication.
- Violation of the norms of publication ethics by the reviewer or the editor may serve as a reason for termination of cooperation on the part of the journal.
- Violations identified after the publication of the article are subject to detailed consideration by interested parties in accordance with the practices recommended by the editorial board. Minor violations can be corrected by publishing official explanations. Significant violations entail the removal of the article from publication with notification of this on the pages and on the journal's website.
- The fact of a violation of the norms of publication ethics can only be established with the participation of all parties to the conflict that arose as a result of such a violation. Until such a fact is established, any case must be described as a suspected violation. All such suspicions are necessarily considered by the editorial board of the journal.
